Please eliminate words "This is the protected text area of the form" if no field help

I wish the text, "This is the protected text area of the form" would have been eliminated many revisions ago. If there IS field help, show it, but if not, leave this area blank. The words "This is the protected text area of the form" are scary and annoying to users. The default for a new install is that field help is ON, so even the default Welcome Page displays this. And yes, it is one more quirky thing that you have to explain to end users. Sure you can turn off field help, but then if by chance a developer uses field help, you miss it. Thanks
